PSA: What you need to know about the April 22 Public Hearing on citywide rezoning
Update: May 12, 2024 - Week three & four of the Land Use Amendment Citywide (Rezoning) Public Hearing
The largest Public Hearing in Calgary’s history has come to an end. After more than two weeks, 736 speakers and 238 panels, Mayor Jyoti Gondek closed this historic Public Hearing on proposed citywide rezoning at 9:17 p.m. on Monday, May 6, 2024.
In addition to the hundreds of speakers who shared their perspectives with City Council, a total of 6,101 written statements were also submitted for the public record. The City would like to thank all Calgarians who took the time to contribute, whether through speaking or submitting written statements.
While the Public Hearing portion of the April 22 Meeting of Council is now closed, there are still several steps that need to occur before City Council makes a decision.
First, Administration will provide Council with a Recap Presentation of the Public Hearing on Thursday, May 9th at 9:30 a.m.
City Council has determined that the April 22 Public Hearing will not reconvene on Friday, May 10 but, rather, that the April 22 Public Hearing will continue after the conclusion of the Monday, May 13 Special Meeting of Council. The April 22 Public Hearing Meeting of Council will therefore reconvene in Council Chamber on Monday, May 13 at 11:30 a.m. for Council’s questions of clarification to Administration.
After Council’s questions to Administration, a main motion will be introduced for debate. At that time, amendments to the motion may be introduced, debated and voted upon by Members of Council. Once all amendments have been addressed, and the debate on the motion is complete, the mover of the motion will address questions arising from the debate, and the meeting will culminate in a Council vote. Proposed Bylaw 21P2024 may be dealt with by Council after voting on the main motion has been concluded.

There will be no meetings during the weekend, and the meeting will resume on Monday, May 6, 2024. Please be aware that the schedule may be adjusted as needed, based on the direction of City Council.

As the first week of the largest Public Hearing in Calgary’s history draws to a close, The City of Calgary is preparing for week two. The City is committed to ensuring that every registered speaker has an opportunity to be heard, while also continuing to manage other business.
Given the unprecedented scale of the Public Hearing, The City is diligently working to balance the Public Hearing process with its other scheduled commitments. As such, the schedule for the week of April 28 is as follows (please be aware that the schedule may be adjusted as needed, based on the direction of City Council):
This is the largest Public Hearing that The City has ever held, with more than 880 public speakers registered at last count. In this first week, a total of 331 individuals have spoken, and approximately 5950 written submissions have been received as of 9:30 PM, Friday April 26th.
The City of Calgary wants to highlight some important information about what Calgarians can expect at the upcoming April 22 Public Hearing Meeting of Council on Calgary's Housing Strategy 2024-2030 - Land Use Amendment Citywide, LOC2024-0017, and Land Use Bylaw Amendments, CPC2024-0213.
This is the largest Public Hearing that The City has ever held, with more than 650 speakers registered at last count and 5,515 written submissions.
Meeting Details
When: April 22, 2024, beginning at 9:30 a.m.
Duration: Due to the large number of registered public speakers, the meeting will extend over multiple days. The Public Hearing is scheduled to start at 9:30 a.m. on April 22 and is expected to end at 9:30 p.m. each day. Council will vote to determine the start times on subsequent days.

Inclusion: For those coming to speak in-person at any council meeting, the City of Calgary offers a Transit Ticket Program that provides two complimentary transit tickets for in-person participants at Council public hearings on the day they speak, as well as a Parking Program, that allows for up to 6 hours of complimentary parking in CPA Lot 36 - City Hall Underground Parkade (322 9 Ave SE)

Registering to Speak
Members of the public who wish to speak to Council at the Public Hearing can register online at calgary.ca/publicsubmissions, or in person starting on April 22 at the registration desk located in the Municipal Building Atrium.
Those registered to speak will be added to a panel of speakers and given a panel number. The panel number given and time that each panel will be speaking to Council will be based on the overall number of speakers. This means there is no guarantee that if participants register in person, their panel will speak on the same day.
Due to the large number of registered speakers, it is not possible to arrange specific speaking dates or times. Registered speakers will need to monitor the progress of the Public Hearing by following the live agenda on calgary.ca/agenda and are responsible for being available when their assigned panel is called upon.
General Information
Speakers can participate remotely or in person. To participate remotely, speakers must pre-register with the City Clerk’s Office and make arrangements for the use of a telephone on the day of the Public Hearing Meeting of Council. The City Clerk’s Office will email public speakers registered to participate remotely with instructions on how to participate in the Public Hearing, and will provide a phone number to call to participate by telephone.
Public speakers for the Public Hearing will be grouped in panels. Each speaker will have five minutes to speak to Council, and may ask the Chair when they are presenting for permission to include a written submission as a component of the presentation.
Once an entire panel has finished, each Member of Council will have five minutes to ask questions of the panel, if they choose to do so.
This Public Hearing is expected to last several days. For that reason, please follow the progress of the meeting and panels at calgary.ca/agenda or by watching online at calgary.ca/watchlive.
Translation services are available and can be requested at the time of registration.
All speakers and those entering Council Chambers will need to pass through security including a bag check and metal detector. No outside food or drinks are permitted in Council Chambers. The Transit Ticket Program provides complimentary transit tickets to in-person participants. Please visit calgary.ca/publichearings for more information.
Please note that due to the number of registered speakers and anticipated participants, there will be a large number of people at the Municipal Building, including the adjacent plaza. Please allow extra time to arrive, whether you are participating in the Public Hearing or conducting regular City business.
The City is still open for business. Front counter City services provided on the third floor will continue to be available, including those services provided by Development, Business and Building Approvals, City cashiers, Fair Entry and Tax advisory services.
