Notice of Motion - Supporting Heritage, Trellis Society, and HMCS Calgary
At the October 29th, 2024 Regular Meeting of Council, Councillor Carra brought forward the following three notices of motion:
Designated Historical Resource Property Tax Cancellation and Subclass (EC2024-1116)
Carried 10-3
This notice of motion focuses on increasing financial incentives to support the designation and conservation of heritage properties as Municipal Historic Resources. The motion acknowledges the cultural, environmental, and economic benefits of preserving these buildings, as well as past Council actions that introduced grants and tax incentives to encourage conservation. The notice calls for a property tax cancellation incentive, allowing owners of designated heritage properties to receive a 15% municipal property tax cancellation, with budget adjustments to support this. Additionally, it directs Administration to create policies and future system changes to facilitate long-term tax incentives for heritage conservation in Calgary.
Trellis Society’s Renfrew Village Land Disposition (EC2024-1114)
Carried 12-1
This notice of motion addresses Calgary's housing crisis by proposing a partnership with the Trellis Society to develop Renfrew Village on a City-owned property. The project would create 172-246 housing units, including a mix of market and non-market housing options, along with shared public spaces and a youth centre. The motion directs city administration to prepare a report on a method for selling or leasing the city-owned land to Trellis at below-market rates, in line with policies that supporting non-profit housing providers. This report will return to Council by Q2 2025 for further decision-making on moving forward with the land transfer.
HMCS Calgary 30th Anniversary and Ongoing Calgary Salutes Support (EC2024-1117)
Carried 12-1
This notice of motion supports the 30th anniversary of the commissioning of the HMCS Calgary, a Royal Canadian Navy ship sharing a special relationship with the City of Calgary. It proposes one-time funding to the Calgary Salutes Committee to organize commemorative events throughout 2025, covering expenses like venue rental, entertainment, and event logistics. The motion also directs city administration to propose an annual budget to support ongoing events and programs that highlight the connection between the city of Calgary, HMCS Calgary, and the Canadian Armed Forces, helping to both promote our city on broader Canadian stage while honouring and celebrating the heroic efforts of our armed forces services members, veterans, and their families.
