Updates to the Residential + Market Parking Permit Program

As part of the 2023-2026 Service Plans and Budgets review, Council has approved new user fees for parking permits. The introduction of user fees allows the program to recover the operational costs from those who benefit from the program and aligns with the Council-approved User Fees and Subsidies Policy.
The Council-approved user fees for residential parking permits will be effective December 4, 2023. Council also approved new user fees for the Market and Low-Income Market Permit that will be effective for the January 2024 permits.
How much will Residential Parking Permits (RPP) cost?
Residents in single family or low density homes are able to apply for a parking permit if they live in a restricted parking zone area. Under the new RPP program, homes within Ward 9 requiring one permit will pay $30 annually (or 8 cents per day for their parking permit.) Households with the maximum number of permits (three standard RPPs for personal use and two for visitors) will have to pay $235 annually, which works out to $0.64 per day.
Only residents currently living within a Restricted Parking Zone (RPZ) areas and wanting to park in ‘except by permit’ zones or overstay time-restricted zones (ex. two-hour parking signs) will need to purchase a permit(s). How much will Market Permit Parking (MPP) cost?
Residents of multi-residential homes have the option to purchase Market Permit parking. Smaller multi-family buildings and those built before 1945 will be eligible for one paid permit per household starting Aug. 1, as those buildings were not typically built with on-site parking at the time.
Inner-city market permits within Ward 9 will cost $75/month, matching the approximate market value of private parking options.

What supports are in place for Calgarians?
The City offers subsidized permit rates for low-income households through the fair entry program (Fair Entry Calgary).

When will Calgarians start paying for parking permits?
User fees for residential parking permits go into effect on Monday, December 4, 2023. Calgarians will be required to start paying the new user fees upon permit renewal or when a new permit is issued. Existing permits have been automatically extended until February 5, 2024. As a result, current permit holders will have a 60-day window, starting from the day the fees become effective, to either renew their existing permits or apply for new ones.
Can Calgarians request parking restrictions on their street be modified?
Yes. Residents may decide that parking restrictions are not needed on their block. With the help of The City, they can modify the type of residential parking zone to one of three options:
No parking except by permit
Two-hour parking except by permit
No restrictions

Background
The Residential Parking Permits (RPP) Program is a service offered to residents by request in busy residential areas where parking is at a premium. Without the RPP Program, parking on-street would be available to anyone, and residents would not have unique parking privileges.
The program is only used by about two per cent of households in Calgary. Assigning fees to parking permits allows the program to be aligned with the User Fees and Subsidies Policy which ensures that the cost of running the service is covered by those who use it and not all Calgarians.
Without user fees, the program is funded by general parking revenue (lots, parkades and ParkPlus zones) that would otherwise be used to invest in improving our communities.
Managing the costs of parking permits also encourages residents to consider off-street parking options as well as other transportation options, while balancing the need for providing convenient parking options for people who need to drive.
