Upcoming Changes to the Residential Parking Permit Program
You have likely heard that there are changes being made to the Residential Parking Permit Program.
As part of the change, residents living in large multi-residential buildings (four stories or more in height or with more than 20 dwelling units) are no longer eligible for current residential parking permits. However, Council approved the introduction of a new type of permit called a market permit which allows citizens who live in large multi-residential buildings to park in a Residential Parking Zone (RPZ) within 150 metres of their address. The permit is expected to be available towards the end of 2022.
Why is The City changing the Residential Parking Permit (RPP) program?
In January of 2021, City Council approved amendments to Calgary Parking Policies (Council Policy CP2021-04) to make changes to the RPP program for on-street parking. These changes were proposed to provide better use of street space, improve customer service and consistency, and support the objectives of the Municipal Development Plan and Calgary Transportation Plan. This update will help modernize the Residential Parking Program by streamlining how it is managed, clarifying rules, and bringing it into alignment with The City’s land use and transportation goals.

What is the Market Permit?
On September 14, 2022, City Council approved the introduction of a new permit type called the market permit, which allows an alternative parking option for residents who live in large multi-residential buildings to park in a Residential Parking Zone (RPZ) within 150 metres of their address. Only one market permit is allowed per qualifying residence and may only be used by the resident, it cannot be used for visitors. The permit allows parking within the zone but does not guarantee that a space will be available.
To encourage off-street parking as the primary choice for residents living in RPZs. The proposed pricing for the Market Permit is priced comparable to surrounding off-street parking options. The proposed pricing will be presented to City Council as part of the 2023-2026 Business Plan and Budget. We recognize the proposed pricing may have impacts on low-income residents, therefore we are actively working with Fair Entry on a subsidized rate option.
The Market Permit is planned to be available in Fall of 2022.
Not all buildings will qualify for the RPP Market Permit. Residents can call the Calgary Parking Authority at 403-537-7000 to confirm whether their address is able to receive a permit.
Why does the Market Permit cost money?
On-street parking/curbside parking is public space, paid for by all taxpayers. As with all street parking in Calgary, managing parking demand is the primary goal, not to generate revenue. Though The City has modernized permits and enforcement in residential parking zones to cut costs, the RPP program operates at a financial loss. By introducing permit prices, it will recover the cost of administering the program, eliminate the need to rely on tax dollars, manage the demand for Market Permits and encourage residents to use off-street parking.
How can low-income residents afford the Market Permit?
We understand the proposed price of the Market Permit is high for low-income residents. Administration is in discussion with the Fair Entry team to determine if a reduced rate could be offered for qualifying individuals.
