How to Speak to the 2023-2026 Budget - Nov 22, 2022
Every four years, the City of Calgary creates service plans and budgets to deliver on what’s important to Calgarians. These documents provide the roadmap for how we deliver services to citizens and the financial plan to support our actions.
The 2023-2026 Service Plans and Budgets was presented publically on November 8th, 2022.
During the week of November 21st - 25th, 2022, Council will deliberate and hear presentations from community members and service agencies throughout the five days period.
Now more than ever, Council needs to hear from you!
What are the issues that matter most to you and your community? What investments should we be making as we move toward the city we aspire to become? What projects or services are worthy of or in need of more support? How do we build a better Calgary for everyone?
Budget deliberations will take place from November 21st - 25th, 2022, with opportunities for the public to participate and share what matters most to you and your community during the Public Participation session on November 22nd.

How to participate in Council meetings
For submissions related to the 2023-2026 Budget, select ‘Council Meeting’ under the ‘What meeting do you wish to attend or speak to’ tab, and enter ‘November 22, 2022’, as the meeting date.
Submit a written comment - Public wishing to submit a written comment to Council may do so using the public submission form.
Register to Speak - Public wishing to speak are welcome to do so in person or remotely. Use the public submission form to register to speak and you will receive further information on how to call in or where to attend in person. You can also register to speak in person on the day of - just show up at council champers and register when you arrive.
Watch - Council meetings are streamed live at calgary.ca/watchlive. Members of the public are also welcome to watch meetings in person in Council Chambers (located in the Atrium of the Municipal Building at 800 MacLeod Trail SE.)
All visitors to the Council Chamber must pass through a metal detector and all bags, backpacks, and purses will be inspected. Read more about what to expect when visiting Council Chambers here.
What’s Being Considered During this Budget Deliberation?
The high-level preview of the proposed 2023-2026 Service Plans and Budgets included some of the following highlights:
Supporting those impacted by complex social issues like poverty, homelessness, mental health and addictions, along with tackling barriers for people with disabilities, by convening and coordinating with our partners.
Modernizing our buses and CTrains, improving their service levels, enhancing public safety on transit and investing in bus rapid transit development.
Continuing to remove barriers for business success, enabling businesses to start, grow and invest in our city.
Taking action on Truth and Reconciliation, investing in affordable housing and providing accessible and equitable programs and services.
Continuing to implement the Downtown Strategy, while making investments in public safety, placemaking and enhancing downtown vibrancy.
Investing in hosting and hospitality, including festivals and events, and supporting our partners.
Implementing a new Land Use Bylaw and launching additional local area plans.
Global positioning and reputation, including proactive communication, building relationships with Indigenous partners and investments in climate and innovation.
An estimated $4.4 billion on new capital investments including the Bridgeland Place affordable housing project, four new fire stations, electrification of select city buses and vehicles, and enhanced measures for flood resiliency.
