Heritage Incentives Area Program - Feedback Needed
The City of Calgary has heard concerns from Calgarians about the rapid pace that heritage assets are being replaced by new development in established communities. To help address this issue, we are exploring new ways to encourage property owners to keep identified heritage assets (sometimes called character homes) in your community. One of the tools we are developing to support this is the Heritage Incentives Area program.
The Heritage Incentives Area program will provide eligible property owners with additional development opportunities to encourage them to keep their heritage assets. These incentives will be enabled through amendments to The City of Calgary’s Land Use Bylaw. They will not prohibit new development or restrict demolition. They will, however, provide additional, low-impact development opportunities for heritage assets. This tool is incentive-only and does not protect or designate any buildings as Municipal Historic Resources.
The Heritage Incentives Area applies to homes from Calgary’s early (pre-1945) development period, which substantially maintain their historic style, design, and details. These homes were identified through the 2019-2020 Heritage Asset Windshield Survey. Properties meeting the assessment criteria during the Development Application process are referred to as heritage assets.

The City of Calgary will be hosting an online information session for property owners on October 27, 2022, from 7:00 to 8:30 PM. Registers for this session using the link below.
In addition to this session, an online survey will be open October 27 through November 13, 2022. Provide your feedback through the link below.
Through this project, we will identify opportunities to provide additional options for owners of heritage assets to consider. We want to try and slow the loss of heritage assets by encouraging owners to keep heritage assets on their properties, either in the form of a home, business, live/work space or other creative re-use.
If owners are provided with effective and affordable options, they are more likely to reinvest in and retain their heritage asset rather than redevelop. To achieve this outcome, the incentives offered must make retention a more financially competitive, or even profitable, option.
